GLOBAL: Health, Nutrition and Population (HNP) Global Practice Context
The central contribution of the HNP Global Practice to the World Bank’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship because of illnesses. We work with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. The HNP Global Practice supports country and regional efforts to: (i) improve health outcomes, especially for the poor and most vulnerable;
(ii) expand access to high-quality HNP services, interventions, and technologies that give the most value for money; (iii) strengthen health systems for results; (iv) establish and improve health financing mechanisms that promote efficiency, equity, and sustainability of investments; (v) strengthen heath-relevant institutions within and outside the health sector; (vi) harness multisectoral policies and investments for better health outcomes; and (vii) develop and learn from rigorous impact evaluations.
The South Asia Region Context of World Bank Job Circular 2020
The South Asia Region (SAR) has the largest concentration of poor people of any region, home to 1.5 billion people with over 1 billion living under $2/day! It has had high growth of 6 percent average annual rate in the last 20 years, despite its poverty, conflict, and instability. The WBG is and will continue to be a key development partner in South Asia. The SAR strategy is based on three pillars which are promoting growth, enhancing social inclusion, and strengthening climate/environment.
The Bank has a long history of partnership with the Government and development partners in the HNP sector in Bangladesh. Currently, the Health Sector Support Project (HSSP), the Health and Gender Support Project (HGSP), and the COVID-19 Emergency Response and Pandemic Preparedness Project are being implemented. HSSP includes a US$550 million IDA credit, a US$15 million grant from the Global Financing Facility, and a US$116 million grant commitment of four development partners.
The COVID-19 Emergency Response and Pandemic Preparedness Project, with a lending, envelop of US$169 million, supports the Government of Bangladesh to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness. There are three broad sets of analytical work being implemented and planned, including products that are looking into health financing, fiduciary systems, and cross-cutting issues such as urban health, non-communicable diseases, and climate change.

Duties and Accountabilities of World Bank Job Circular 2020:
Provide strategic and operational leadership on the HNP agenda in SAR;
•Lead/ contribute to implementation support, as needed, to the Bank’s HNP portfolio in the Bangladesh, which includes the ongoing projects listed above. Pipeline projects cover urban health and a hospital/health financing program, as well as additional financial support for the role out of a COVID-19 vaccination program. The Bank also leads three substantial programmatic analytical programs on behalf of the Government and Development Partners, one of which is focused on health financing/health economics activities, including capacity building for government counterparts.
•Contribute to the design of the next phase of the health systems strengthening agenda;
•Lead/contribute to the technical discussions and monitoring of the Bank portfolio in close collaboration with the relevant government agencies and development partners;
•Lead policy dialogue, communications and interactions with government counterparts, country stakeholders as well as development partners;
•Lead preparation of sector-specific inputs for various operational products/outputs (e.g. policy briefs, sector/country briefings, background reports, economic analysis, portfolio performance reviews, etc.);
•Review and add value and input to sector-specific policy and other documents related to Bangladesh HNP portfolio and regional and global activities;
•Coordinate, maintain, and foster partnerships with government actors, multilateral agencies, and bilateral donors engaged in the health sector; and
•Respond to ad hoc information requests from internal and external parties.

The Senior Economist will report to the HNP Practice Manager and coordinate with the HD Program Leader based in Bangladesh. For day-to-day operational and analytical activities, the selected candidate will contribute to, co-lead, or lead assigned tasks, and also work closely with relevant GP colleagues, country office fiduciary and operations support staff and national counterparts, and the Human Development Program Leader. You will be subject to all World Bank regulations and guidelines applicable to staff in the Country Office which is their duty station.
World Bank Job Circular 2020 Selection Criteria
Graduate degree (minimum of a Master’s degree, PhD or equivalent would be an asset) in health economics, economics, public health, public policy, business administration or related social sciences field. Candidates without a core qualification in at least one of these domains need not apply. Candidates with combined degrees will have an added advantage.
•Minimum of 8 years as senior specialist or in senior program management positions in one or more of the following areas: economics, health systems, public health program management, service delivery, monitoring and evaluation, and/or operations research in health. Experience in two or more of these areas is advantageous.
•Prior experience in an international development institution (public, NGO, or private) or academia is preferred. The ability to function effectively in multi-disciplinary teams within a matrix environment is essential. Knowledge of the South Asia Region is an asset.
•Proven track record of working on economics, health, nutrition, and population issues.
•Prior experience preparing policy briefs and/or substantive analytical products.
•Ability to analyze cross-sectional household and facility-level survey data as well as macro-level time-series budgetary and other relevant data. Familiarity with statistical analyses, econometric methods, and related software, Excel and preferably STATA, is required.
•Demonstrated experience of synthesizing complex analytics and results into user-friendly written outputs, including PowerPoint presentations.
•Analytical skills linking economic thinking and quantitative analysis, and the ability to inform high-level policy dialogue through strong communications (including writing) skills.
•Diplomatic and client-engagement skills, and successful in working as a team member.
•A drive for results, including experience of high standards/accountability for work products, meeting target dates, and ability to prioritize tasks within his/her work program, and strategies for working collectively with others on the team to deliver products of the highest caliber.
•Ability to communicate effectively (written and verbal) in English and Bangla is required.
